Solicitation of International Plans for the Renewal of Jinshan Area of Chongqing Cuntan International New City

 

 

一、    项目背景
1. Profile
高标准规划建设寸滩国际新城,是深入贯彻落实习近平总书记对重庆提出的营造良好政治生态,坚持“两点”定位、“两地”“两高”目标,发挥“三个作用”和推动成渝地区双城经济圈建设等重要指示要求的具体举措,是打造内陆开放门户、建设重庆智慧之城,加快建成高质量发展引领区和高品质生活示范区的具体实践,是实施城市更新行动、建设国际消费中心城市的重要内容。
The planning and construction of Cuntan International New City to a  high standard is a measure to bring General Secretary Xi Jinping's instructions for Chongqing into practice. The instructions includes the creation of a good political ecology, adherence to the "two points" positioning, "two places" and "two highs" goals and promotion of the building of Chengdu-Chongqing Economic Circle. The New City is also a practice for the building of an inland open portal, a smart Chongqing, a leading area of high-quality development and a demonstration area of a high-quality life. It is also the important content of the urban renewal actions and an international consumption center city.
本次方案征集范围西联长嘉汇,东揽广阳岛,面积约6.7平方公里,包括寸滩国际新城片区(金山片区、保税港片区、邮轮母港片区)和丘堡公园,总体定位为“建设国际消费集聚区及国际消费中心城市核心承载地、城市形态展示新高地、对外开放新窗口”,总体打造目标为“国际消费中心、国际商务中心、国际交往中心”,让创新、消费成为引领长远发展的“双引擎”,推动寸滩变“金滩”。
Given solicitation scope, the new city ranges from Changjiahui Grand Scenic Area (the Eye of History and Humanity Landscape) in the west to  Guangyang Island ( the Scenic Eye of Yangtze River ) in the east. It  covers an area of about 6.7 square kilometers, including the Cuntan International New City Area (Jinshan Area, Bonded Port Area, Cruise Home Port Area) and Qiubao Park. It is positioned to be built into an international consumption agglomeration area, a core supporting area of an international consumption center city, a new highland for urban form display, and a new window for opening up". It aims to be built into an international consumption center, an international business center, international exchange center, making innovation and consumption become the "twin engines" for long-term development. Therefore, Cuntan can be transformed into "Golden Beach". 
为推动寸滩国际新城加快建成国际化、绿色化、智能化、人文化现代城市示范区、“山水之城•美丽之地”的城市名片展示区、现代服务业高质量发展样板区,形成主城核心区两江四岸产业能级提升的重要增长极,重庆两江新区管理委员会主办重庆寸滩国际新城金山片区更新规划方案国际征集,公开邀请具有城市更新规划、产业策划、建筑改造、景观设计、运营管理、开发建设经验的设计机构或开发机构参与,欢迎国内外优秀设计机构或开发机构递交应征材料,出谋划策。
In order to make the new city an international, green, intelligent, and modern demonstration area featuring humanity, in order to shape it into a display area of "A Land of Natural Beauty, A City with Cultural Appeal", and a model area for the high-quality development of the modern service industry, in order to produce an important growth pole for the industrial energy level of the core area of Chongqing proper (the two rivers and four banks), the solicitation of International Plans for the Renewal of Jinshan Area of Chongqing Cuntan International New City is carried out by Administrative Committee of Chongqing Liangjiang New Area. Design institutions or developers at home and abroad with experience in industrial planning, urban renewal, architectural renovation, landscape design, operation management, development & construction are invited. Your solicitation material and ideas are expected and appreciated. 
 

二、    设计范围
2. Design Scope  
项目位于重庆两江新区南侧滨江地带,与鸡冠石迎宾半岛隔江相望,设计范围包括寸滩国际新城片区(金山片区、保税港片区、邮轮母港片区)和丘堡公园。距重庆北站直线距离约3公里,至城市核心CBD、江北机场均约20分钟车程。(详见图1)

The project is located in the riverside area on the south side of Liangjiang New Area of Chongqing, with Yingbin Peninsula of Jiguanshi across the river. Its scope includes the Cuntan International New City Area (Jinshan Area, Bonded Port Area, Cruise Home Port Area) and Qiubao Park. The project is about 3 kilometers away from Chongqingbei Railway Station. It takes about 20 minutes from the project to the CBDs and Jiangbei Airport by car. (Picture 1 for details) 
本次方案征集分为片区整体发展策划规划、片区详细方案设计、重要节点概念方案设计三个层面。(详见图2、图3)
This solicitation aims for the overall development planning, the detailed design, and the key part design. (See Picture 2 and Picture 3 for details)
(一)    片区整体发展策划规划范围
 2.1 The overall development planning scope 
包括寸滩国际新城片区(金山片区、保税港片区、邮轮母港片区)和丘堡公园,东起双溪河,西至内环快速,南临长江,北接渝都大道,面积约6.7平方公里。
The project covers an area of about 6.7 square kilometers, including  Cuntan International New City Area (Jinshan Area, Bonded Port Area, Cruise Home Port Area) and Qiubao Park. Its scope starts from Shuangxi River in the east, to Inner Ring Expressway in the west, and enjoys the Yangtze River in the south, and Yudu Avenue in the north.
(二)片区详细方案设计范围
2.2 The detailed design scope 
1.金山片区(西侧片区)城市有机更新规划范围:南至沪渝高速,北至渝都大道,西临丘堡公园,东至金渝大道,面积约1.02平方公里。
 2.2.1 The urban renewal scope of Jinshan area (west region): to Shanghai-Chongqing Expressway in the south, to Yudu Avenue in the north, to Qiubao Park in the west, and to Jinyu Avenue in the east. It covers an area of about 1.02 square kilometers.
2.丘堡公园详细规划范围:北至加工区二路,西至内环快速,东至金渝大道,南至现状铁路,面积约0.7平方公里。
2.2.2 The detailed planning scope of Qiubao Park: to No. 2 Road of the Processing Zone in the north, to Inner Ring Expressway in the west, to Jinyu Avenue in the north, to the existing railway in the south. It covers an area of about 0.7 square kilometers.

(三)重要节点概念方案设计范围
 
2.3 The key part design scope 
1.金山片区(西侧片区)范围内,一是C24-1和C24-2-1地块,用地面积约4.40公顷;二是C28-1-1、C29-1-1和C29-1-3地块,用地面积约5.34公顷;三是C36-1地块,用地面积约2.03公顷;四是C38-1-4地块,用地面积约1.28公顷;五是C27-1地块,用地面积约1.84公顷。    
2.3.1 The Jinshan area (west region):the Plots of C24-1 and C24-2-1 (about 4.40 hectares); the Plots of C28-1-1、C29-1-1 and C29-1-3 (about 5.34 hectares); the C36-1 Plot (about 2.03 hectares); the C38-1-4 Plot ( about 1.28 hectares);the C27-1 plot(about 1.84 hectares).
2.丘堡公园范围内,不突破详细规划指标控制要求的情况下,结合概念设计方案布局的建筑。

2.3.2 The buildings within Qiubao Park, which follow the control requirements of detailed planning indicators and the arrangement design plan.
 

三、    设计内容
3. Design content 
本次设计应统筹区域发展要素,完善城市功能、提升城市品质,突出“国际范、智慧魂、两江韵”的城市内涵。设计内容分为三个层面,应征机构可结合国内外类似地区发展经验,系统性提出符合实际且具有前瞻性的核心设计理念与综合解决方案。

This design should demonstrate the balance of regional development elements and the improvement of urban function and quality. It will also  highlight the urban connotation featuring three parts including "international style, smart applications, and two river elements". Based on experience of similar projects at home and abroad, the applicant can put forward practical and forward-looking core concepts and solutions. 
(一)    片区整体发展策划规划
3.1 Overall development planning
1.    总体设计要求:围绕“国际消费中心城市核心承载地”等目标定位,以金山片区(西侧片区)为核心展开研究,结合已有的寸滩国际新城规划等方案,对寸滩国际新城及丘堡公园提出整体更新、功能缝合、交通联动、风貌协调等规划思路,研究产业、空间、文化三位一体的总体功能布局,构建总体空间形态。
3.1.1 Overall requirements: Focusing on the positioning of "the core supporting area of an international consumption center city", the design agencies shall carry out research with the Jinshan area (west region) as the core, based on the existing plans of Cuntan International New City and others, put forward planning ideas such as overall renewal, function improvement, traffic linkage, and style coordination for the New City and Qiubao Park. The overall functional layout integrating industry, space and culture shall be studied for the construction of the overall spatial form.
2.    设计要点:
3.1.2 Design keys 
(1)功能缝合:对标国际案例,结合相关规划,落实各片区主要功能布局,细化金山片区和丘堡公园功能策划、相应功能配套设施和重大项目植入建议。
 
3.1.2.1 Function improvement: Based on cases at international level and relevant plannings, you shall implement the main functional layout of each area, refine the plannings of Jinshan area and Qiubao Park, and put forward advice on introduction of supporting facilities and major projects.  
(2)片区联动:从整体区域的层面,梳理现状路网结构,提出综合交通组织方案,高效联动设计范围各片区,重点研究未来十年发展规划,打通道路“毛细血管”;梳理现状步行体系,充分考虑市民、游客、消费群体的需求,提出连续、充满活力的步行组织方案,特别是丘堡公园与各片区之间的步行联系;梳理现状设施建设情况,预测设施配套需求,提出市政设施、公服设施布局方案,特别是水、电、气等重大基础设施用地布局;提出丘堡公园与其他三个片区,特别是与金山片区生态联动方案,构建亲自然、有趣味的生态景观空间;提出区域整体景观系统、重要公共空间体系、导览系统联动设计方案;构建紧密联系、相互协调的总体空间形态设计和总体城市形象设计。
3.1.2.2 Area linkage: Based on the current road network, the design companies shall put forward a transportation organization plan for the efficient linkage of areas within the design scope and shall focus on researching the development planning for the connectivity of roads in the next ten years. The companies shall also analyze the current walking system taking the needs of  citizens, tourists, and consumers into consideration for the production of the  walking organization featuring connectivity (especially the walking connection between Qiubao Park and other areas). They shall also propose a layout for municipal and public service facilities (especially major infrastructure such as water, electricity, and gas) and the ecological linkage plan between Qiubao Park and the other three areas (especially the Jinshan area) after analyzing the current facilities and the demand of supporting facilities for the production of pro-nature and interesting ecological landscape space. They shall also put forward designs of the overall landscape system, important public space system, and guide system for the production of overall spatial form and urban image designs featuring coordination and close relationship.
(3)产业策划:深入分析国际消费中心城市相对应的产业门类及所需规模,提出可具体操作的产业及配套设施方案。
3.1.2.3 Industrial planning: the design company shall put forward operational industrial and supporting facility plans after in-depth analysis on  industrial categories and their scales of an international consumption center city. 
(4)提出实施时序、实施措施和运营方案等。
3.1.2.4 The design company shall propose the implementation sequence,  measures and operation plan.  
(二)    片区详细方案设计
3.2 Detailed design
1.    金山片区(西侧片区)城市有机更新规划
3.2.1 Urban renewal of Jinshan area (west area)  
(1)总体设计要求:聚焦时尚潮流消费、数字经济、文创产业、时尚总部企业集聚等功能,发展时尚经济,依托城市品质提升,引入高人气、新风尚、创新型的业态,形成国际时尚消费聚集区。采用“微改造”方式,细化片区功能定位、用地布局和地块功能植入意向,策划产业布局、产业清单和运营模式,对城市设计、重要场景、街道空间等提出具体可行的设计方案,明确实施时序、实施措施、实施保障及运营方案。
3.2.1.1 Overall design: Focus on the fields of fashion consumption, digital economy, cultural and creative industry, and fashion headquarters and enterprise agglomeration; develop fashion economy for the improvement of urban quality; introduce popular business featuring new fashion and innovation for the production of an international fashion consumer cluster; adopt "micro-renovation" to make the area function, the land layout and the plot functions specific; plan the industrial layout, industrial list and operation mode; propose specific and feasible designs for urban design, important scenarios, and street space; clarify the implementation of sequence, measures, guarantee and operation plan.
(2)设计要点:
3.2.2 Design points:
1)功能定位:梳理金山片区(西侧片区)建设发展现状、产业发展情况,围绕形成“国际时尚消费聚集区”等要求,结合区域功能,细化片区定位,将时尚潮流消费、数字经济、文创产业、时尚总部企业集聚等功能融入地块。
 3.2.2.1 Functional orientation: sort out the construction and development status and industrial development of Jinshan area (west area); make the positioning of the area specific based on the requirements of producing an "international fashion consumption cluster" and regional functions; integrate functions such as fashion consumption, digital economy, cultural and creative industries, fashion headquarters into the plot. 
2)产业策划:梳理金山片区(西侧片区)产业发展规模、经营状况、产业门类、企业更新意愿等,提出顺应消费升级趋势、具有国际时尚竞争力的产业类型和详细布局方案,明确具体可行的产业准入清单和产业负面清单,提出可操作的实施运营方案。
3.2.2.2 Industrial planning: Sort out the industrial development scale, business status, industry category, and enterprise renewal willingness of Jinshan area (west area); propose industrial types and detailed layout plans that follow the trend of consumption upgrading and boasts strength in international fashion industries; clarify specific and feasible industry access and negative list for the production of an practical operation plan.
3)场景打造:对渝都大道等主要消费路径,金渝大道、沪渝高速等重要城市界面,衔接机场、火车站、码头、丘堡公园方向及其他重要的城市窗口、地标形象和门户景观等开展概念方案设计,增强区域印象和识别性,凸显“国际范、重庆味”。 
3.2.2.3 Scenario creation: carry out conceptual design, improve regional impression and recognition, and highlight "international style, Chongqing flavor" for the main consumption centers such as Yudu Avenue, urban interfaces landmark images and portal landscapes such as Jinyu Avenue and Shanghai-Chongqing Expressway, city windows connecting the airport, railway station, wharf, and Qiubao Park .
4)城市设计:注重挖掘文化价值和景观潜力,确定景观轴线,提出公共开放空间布局、形式和规模,对建筑的天际轮廓线、高度、风格、体量、色彩、第五立面等提出控制引导要求。
 3.2.2.4 Urban design: focus on exploration of cultural value and landscape potential; determine the landscape axis; propose the layout, form and scale of public space; propose guidance over the building’s skyline, height, style, volume, color, and fifth facade.  
5)配套设施:梳理现状道路、配套设施等,提出道路交通组织、步行体系、设施布局方案。
3.2.2.5 Supporting facilities: Sort out the existing roads and supporting facilities; propose road traffic organization, walking system, and facility layout.
6)街道空间:分析街道空间现状,运用以人文本的场景化设计方案,提出有趣味、重体验、多元化的街道空间方案。
3.2.2.6 Street space: analyze the current situation of the street space; propose an interesting, experience-oriented and diversified street space scheme based on human-oriented scenario design 
7)导览路线:根据出行方式不同,设计导览路线及重要节点。
3.2.2.7 Guide route: design guide routes and important nodes based on  different travel modes.
8)提出经济技术指标测算,明确实施项目清单和实施时序,提出相应的更新实施措施、运营方案,涉及需协调现状权属时,需从管理、经济角度提出相关建议。
3.2.2.8 propose the calculation of economic and technical indicators; clarify the implementation list of projects and sequence; propose updating of implementation measures and operation plans; put forward suggestions from management and economy concerning coordination of the status quo ownership. 
9)涉及规划调整的,提出详细规划修改思路。
3.2.2.9 Propose modification ideas for detailed planning. (if there is a need.)
2.    丘堡公园详细规划
3.2.2  Detailed planning of Qiubao Park
(1)总体设计要求:策划丘堡公园功能定位和建设目标,联动周边区域,从经济平衡角度开展详细方案设计,提出实施运营方案。
3.2.2.1 Overall design: plan the functional positioning and construction goals of Qiubao Park; link the surrounding areas to carry out detailed design from economic balance; propose an operational plan for implementation
(2)设计要点:
 
3.2.2.2 Design points: 
1)功能策划:梳理周边功能,结合寸滩国际新城带来的新发展机遇,策划丘堡公园功能定位和建设目标。
3.2.2.2.1 Functional planning: Sort out the surrounding functions; plan the functional positioning and construction goals based on the new development opportunities of Cuntan International New City.  
2)详细规划:梳理公园现状地形地貌、建设与资源情况等,从经济平衡角度深入分析现状高压变电站入地及土石方回填的合理性、经济性,对公园内建筑、景观、道路、游览系统、设施等提出国际化、生态化的详细设计方案。
3.2.2.2.2 Detailed planning: sort out the current topography, buildings and resources of the park; analyze the rationality and economy of the current high-voltage substation and earthwork back filling from economic balance; propose detailed designs featuring internationalization and ecology for buildings, landscapes, roads, tour systems, and facilities of the park.  
3)片区联动:提出丘堡公园与寸滩国际新城片区(特别是金山片区)及重庆北站的生态联动方案,构建亲自然、有趣味的生态景观空间。
3.2.2.2.3 Area linkage: Propose an ecological linkage plan of Qiubao Park, Cuntan International New City Area (especially Jinshan Area) and Chongqingbei Railway Station, for the production of a nature-pro and interesting ecological landscape space. 
4)茅溪河整治提升:梳理茅溪河现状,优化周边市政管网布局,对茅溪河提出生态化整治提升方案,用好城市自然水体空间。
3.2.2.2.4 Management of Maoxi River: sort out the current situation of Maoxi River; optimize the layout of surrounding municipal pipe network; put forward an ecological renovation plan for Maoxi River; make good use of the urban natural water space.  
5)实施运营:测算经济技术指标,提出详细的经济平衡方案、实施时序和运营方案。
3.2.2.2.5 Operation: Measure the economic and technical indicators; propose a detailed economic balance plan, implementation sequence and operation plan.
6)涉及规划调整的,提出详细规划修改思路。
3.2.2.2.6 Propose modification ideas for detailed planning. (if there is a need.)
(三)    重要节点概念方案设计
3.3 Important nodes of design 
1.    金山片区(西侧片区)范围内5处:一是C24-1和C24-2-1地块,C28-1-1、C29-1-1和C29-1-3地块,C36-1地块,C38-1-4地块共4处进行建筑更新改造概念方案设计;二是对C27-1地块进行新建建筑概念方案设计。
3.3.1 There are 5 sites within the Jinshan area (west area), architectural renovation design shall be carried out for four plots including the Plots of C24-1 and C24-2-1 (about 4.40 hectares); the Plots of C28-1-1、C29-1-1 and C29-1-3 (about 5.34 hectares); the C36-1 Plot (about 2.03 hectares); the C38-1-4 Plot ( about 1.28 hectares);the C27-1 plot(about 1.84 hectares).
1)C24-1和C24-2-1地块,C28-1-1、C29-1-1和C29-1-3地块,C36-1地块,C38-1-4地块设计要点:协调地块与周边建筑物、景观、风貌及交通关系,通过对建筑本身进行更新整治和功能策划,提出建筑概念方案构思、景观主题、功能结构、地块整体的场地竖向设计、交通流线组织、立面改造以及地块内的业态和运营管理方案等。
 3.3.1.1 The design points of the Plots of C24-1 and C24-2-1; the Plots of C28-1-1、C29-1-1 and C29-1-3; the C36-1 Plot; the C38-1-4 Plot;the C27-1 plot.
: balance the relationship among the plots, surrounding buildings, landscape, style and traffic; propose architectural conception, landscape, functions, overall site vertical design, traffic flow lines, facade reconstruction, and business format and operation management plan.

2)C27-1地块设计要点:深入分析地块与周边区域的关系,策划新建地块功能、各类型业态分布情况,提出建筑概念方案构思、景观主题、功能结构、地块整体的场地竖向设计、交通流线组织以及运营管理方案等。
3.3.1.2 design points of planned C27-1 plot: in-depth analysis of the relationship between the plot and surrounding areas; plan the function of the new plot, the distribution of various business types, and propose the architectural design concept, landscape, functions, and the overall site vertical design, traffic flow and operation management plan. 
2.    丘堡公园范围内若干处,不突破详细规划指标控制要求的情况下,结合详细规划布局的建筑概念方案。
3.3.2 The buildings within Qiubao Park,which follow the control requirements of detailed planning indicators and the arrangement design plan.
设计要点:从经济平衡及整体建设效果角度,深入分析地块与丘堡公园的关系,提出建筑概念方案构思、景观主题、功能结构、地块整体的场地竖向设计、交通流线组织以及运营管理方案等。
Design points: in-depth analysis of the relationship between the plot and Qiubao Park from economic balance and overall construction effect; put forward the architectural conception, landscapes, functions, overall site vertical design , traffic flow and operation management plan.
 

四、成果要求
4. Results Requirements 
成果应满足《重庆市城乡规划条例》(2017年)、《重庆市城市规划管理技术规定》、《重庆市城市更新规划设计导则》和公园设计等相关规范文件要求。
 The results should meet the requirements of documents such as "Chongqing Urban and Rural Planning Regulations" (2017), "Chongqing Urban Planning Management Technical Regulations", "Planning and Design Guidelines of Chongqing Urban Renewal " and park design.

4.2  Exhibition board  
上述设计成果选择主要内容展示,提供A0展板一套(6张),统一采用竖向排版,并应用阿拉伯数字在图版的右下角排序编号。
The main content of the above are selected for display; a set of A0 exhibition boards (6 pieces) is provided; the vertical layout should be used; the Arabic numerals are used in the lower right corner of the board.
(三)汇报文件
4.3 Documents for reporting  
应征机构应采用 PPT、PDF 等汇报文件进行现场汇报,时间不超过15分钟。为充分展示方案,应征机构需准备多媒体演示文件,多媒体演示文件应采用 MP4、AVI 或 WMV 格式的高清演示,时间不超过15分钟。
The applicant agency should engage in on-site reporting by means of  PPT, and PDF, no longer than 15 minutes.. In order to fully demonstrate the proposal, the applicant agency needs to apply multimedia presentation files (3D animation presentations are encouraged as needed). Multimedia presentation files should be HD in MP4, AVI or WMV format, no longer than 15 minutes.
 

五、    申请人资格
5. Qualification of applicants
(一)    申请人须为独立法人,且具备如下条件:
 
5.1 The applicant must be an independent legal person and also meet the following requirements:
1.    中华人民共和国境内应征机构(含联合体)需同时具备:①.城乡规划甲级资质或建筑行业(建筑工程)设计甲级资质;②.风景园林工程设计甲级资质。鼓励有开发运营经验的应征机构(含联合体)参与。境外应征机构须在其所在国家或地区具有合法营业范围,并具有我国境内合法经营和设计许可。
5.1.1 Applicants within the territory of the People's Republic of China (including consortia) must meet the following requirement at the same time: A. Grade A qualification for urban and rural planning or Grade A qualification for construction industry (construction engineering) design; B. Grade A qualification for landscape architecture engineering design; Applicants (including consortia) with experience in development and operation are encouraged to participate. Overseas applicants must have legal business scope in the country or region where they are located, and have legal business and design licenses within my country.
2.    本项目接受联合体报名,且各方不得再单独以自己名义,或与另外应征机构组成联合体报名。法定代表人为同一个人的两个及两个以上法人、母公司、全资子公司及其控股公司,视为同一申请人,不可同时报名。境外应征机构联合境内应征机构的,境内应征机构资质要求同上。港澳台应征机构的资格要求参照境外应征机构资格要求的规定。
5.1.2 A consortium can register for the project but each member of it shall not register in its own name or form a consortium with another applicant institution. Two or more legal persons, parent companies, wholly-owned subsidiaries and their holding companies whose legal representatives are the same person are regarded as the same applicant. Given an overseas applicant in cooperation with a domestic one, the qualification requirements for the domestic one are the same as above-mentioned. Given the qualification requirements of applicants from Hong Kong, Macao and Taiwan, the requirements of qualifications for overseas applicants shall be referred to.
3.    应征机构(含联合体)应有与本项目功能、性质相类似的产业策划和规划、建筑、景观设计经验(须提供自2015年1月1日起的同类项目设计业绩)。
5.1.3 The applicant agency (including the consortium) should have experience in industrial planning, architecture, and landscape design similar to the function and nature of the project ( the design performance of similar projects since January 1, 2015 shall be provided).
4.    应征机构(含联合体)拥有以下条件将优先考虑:应征机构有类似本项目开发建设及运营经验。
5.1.4 Applicants (including consortium) with the following conditions will be given priority: the applicant organization has similar experience in the development, construction and operation of this project.
5.    本次征集活动不接受个人或个人组合的报名。
5.1.5 This solicitation does not accept applications from individuals or individual groups.
(二) 设计团队要求 
 
5.2 Requirements of the design team
1.    应征机构(含联合体)应明确主创设计师(不超过2人)及团队人员名单,主创设计师的同类项目业绩将作为资格预审环节重要评审依据。
5.2.1 The applicant agency (including the consortium) should make clear the list of the chief designer (not limited to 2 people) and other team members. The similar project performance of the chief designer will be used as an important evaluation basis for the pre-qualification process.  
2.    参与本次活动的设计人员应为应征机构的在册人员,主创设计师应主持过同类型项目,且主创设计师及团队成员须全过程参与本项目启动会、现场踏勘、方案设计、中期交流和评审会,启动会和评审会原则要求主创设计师现场汇报。自启动会后,主创设计师和团队须驻场工作7天,充分进行现场调研工作,了解基地现场情况。
5.2.2 The designers for this solicitation should be the registered personnel of the applicant organization; the chief designer should have presided over the similar project; the chief designer and other team members must participate in the whole process of the project such as kick-off meeting, site survey, scheme design, mid-term exchanges and review meeting. Given kick-off meeting and review meeting, the chief designer is requested to report on the spot in principle. After the kick-off meeting, the chief designer and the whole team must work on-site for 7 days to fully conduct on-site research and understand the situation of the base.  
3.    项目团队需配备策划、规划、运营、建筑、景观、交通、管理等各专业人员。为了保证项目团队人员对中国地区背景和相关要求的准确理解,境外应征机构的专业技术人员团队中应至少有一名通晓汉语人士。
5.2.3 The project team needs to be equipped with professionals in planning, architecture, landscape, transportation, operation, and management. In order to ensure that the project team members have an accurate understanding of the background and requirements, there should be at least one person who is proficient in Chinese among the professional and technical personnel of the overseas applicant agency. 
4.    在设计过程中若主创设计师与资格预审材料所提交的信息不符或未经主办单位认可擅自更换主创设计师的,视为无效申请。
5.2.4 During the design process, if the chief designer does not match the information submitted in the pre-qualification materials or if the chief designer is replaced without the approval of the organizer, the application will be deemed invalid. 
5.    主创设计师具有丰富的城市更新、运营管理和产业策划经验及具有已建、在建或中标城市更新项目业绩的优先考虑。
5.2.5 Priorities should be given to chief designers who have rich experience in urban renewal, industrial planning and operation management, and who had good performance of urban renewal projects (built, under construction or bid winning ones)

应征文件内容包含应征机构报名表、资质证明文件、应征机构(含联合体)及主创设计师相关业绩、设计团队成员表及相关证明材料等内容;如为联合体报名,须提交联合体协议、联合体成员工作分工方案。
Application documents shall include application form, qualification certificate, performance of applicant institution (including consortium) and chief designer, team member list and certification materials; if a consortium register, it shall submit a consortium agreement and work division plan for its members.

需提交的资格报名预审文件包含纸质文件和电子文件两种形式。其中电子文件需打包后发送至组织单位指定邮箱(824406433@qq.com、851049589@qq.com),文件以“重庆寸滩国际新城金山片区更新规划方案+应征机构(联合体)”命名,同时电子文件须拷入U盘随纸质文件一起通过邮寄或直接送达两种方式送至重庆鼎石建筑规划设计有限公司(详细地址:重庆市渝北区星光五路3号中兴综合楼一期),文件接收截止时间为2022年8月08日17时00分。电子文件和纸质文件均按要求发送完成则算报名成功。
The pre-qualification documents to be submitted include paper documents and electronic ones.The electronic documents must be sent to the two designated mailboxes (824406433@qq.com, 851049589@qq.com), and the documents shall be named "Chongqing Cuntan International New City Jinshan Area Renewal + name of the Applicant (Consortium)" and at the same time Electronic documents must be copied into a USB flash drive and sent to  Chongqing Dingshi Architectural Planning and Design Co., Ltd. (address:  Phase 1 of Zhongxing Comprehensive Building, No. 3, Xingguang 5th Road, Yubei District, Chongqing) by mail or direct delivery. The deadline for receiving documents is 17:00 on August 08, 2022. The registration can be successful when both electronic and paper documents are sent as required.

八、    征集说明
8. Instructions
(一)    ;本次征集活动分为三个阶段。第一阶段为公告发布及资格预审阶段,时长约30天;第二阶段为设计及评审阶段,时长约90天;第三阶段为设计整合阶段,时长约30天。
8.1 This solicitation has three stages. The first stage is for the announcement and pre-qualification, which will last about 30 days; the second stage is for the design and review, which will last about 90 days; the third stage is for the design integration, which will last about 30 days.  
(二)    资格预审阶段将由评审委员会对报名材料进行资格预审,从中遴选出3个申请人(含联合体)入围。
8.2 In the pre-qualification stage, the evaluation committee will check  the application materials, and then determine 3 applicants (including consortia) to be shortlisted.
(三)    参加征集活动的应征机构提交的设计成果须满足技术任务书要求,经专家评审委员会确定为有效成果(无效成果将不予评奖及发放奖金)并进行评审后,将评审结果提交主办方,由主办方确定一家应征机构(含联合体)为一等奖,未获得一等奖的两家应征机构(含联合体)为优秀奖。本次征集设置1个一等奖、2个优秀奖,一等奖奖金200万元(含税),优秀奖奖金55万元(含税),获得一等奖的应征机构(联合体)须对其他两家成果优点和专家评审意见进行设计深化整合(整合深度与征集任务书要求相同),直至设计成果通过主办单位评审为止。
8.3 The design results submitted by the applicant agencies must meet the requirements of the technical document. When the results are determined as valid ones by the expert review committee (invalid results will not be awarded), they will be submitted to the organizer. There are one first prize winner (including the consortium) and two excellent prize winners, who will be determined by the organizer. The first prize winner will be awarded 2 million yuan (tax included) as bonus, and each excellent prize winner 550,000 yuan (tax included). The first prize winner has to carry out in-depth integration concerning the advantages of the other two schemes and expert review opinions (the requirements for the integration depth is the same as those of the solicitation document). All the integration results should finally attain approval by the review of organizer.  
(四)    方案征集过程中发生的一切费用及因设计补偿费而发生的有关税费,由各申请人自行负责。
 
 8.4 All expenses incurred in the process of solicitation and taxes and fees incurred due to design compensation fees shall be borne by the applicants themselves.  
(五)    ;本次方案征集要求由报名时明确的主创设计师进行方案汇报,一旦报名成功,则视为接受本条款说明。
8.5 Given the solicitation, the chief designer specified at the time of registration shall make a proposal report. Once the registration is successful, it will be deemed to accept the description of this clause.
(六)    申请人(含联合体)需保证所有报名材料真实、合法和有效,并承担相关法律责任。
  8.6 Applicants (including consortia) shall ensure that all application materials are true, legal and valid, and bear relevant legal responsibilities.
